The problem is that "NAC OSCE" is not the NAC's official name; it's "North American Civilian Occupational Security and Health Examination" (or, less formally, "the OSCE"), and the DBA shows that the "analysis" is "conduct, support, analysis and reporting of the exercise", not some "study guide". The format is correct, though.
You will need to contact the NAC directly.
Why do we need a study guide for a test?
My guess is that the NAC didn't create that document and is probably surprised to see it.
The general goal of this document is to provide a reference for

I guess that's meant to mean that the document is meant to help people write their own study guide.
the NAC Faculty Operating Manual... defines the annual required
seminar topics and the OSCE test-design, which has evolved over the
years.
I don't understand this. The NAC isn't the "US government", and there's no such thing as "the US government". What it is is a private corporation that trains people to answer questions. This document is not a government document, so I don't see why the NAC Faculty Operating Manual is telling you how to write it.
